The staff of the National Center of Intellectual Property (NCIP) expresses its gratitude to Uladzimir Rabavolau for leading the IP Office from 2019 to 2025.
Uladzimir Rabavolau has made a significant contribution to the development of the intellectual property system during his leadership.
On October 7, 2019, the NCIP was accredited as a scientific organization and in 2024 it was reaccredited in this status. In 2022, the Council of Young Scientists was established.
Extensive work has been carried out to improve legislation in the field of intellectual property, including accession of the Republic of Belarus to the Marrakesh Treaty (2020), the Geneva Act of the Hague Agreement on the International Registration of Industrial Designs (2021), the Protocol to the Eurasian Patent Convention of September 9, 1994 on the Protection of Industrial Designs (2021), the Treaty on Trademarks, Service Marks and Appellations of Origin of Goods of the Eurasian Economic Union (2021), as well as obligations under other international treaties (a total of 8 international treaties).
16 bilateral interdepartmental agreements (memoranda) were signed, including those with the patent offices of the Republic of Azerbaijan, the Republic of Armenia, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, the Republic of Uzbekistan, and Mongolia (as part of the official visit of the President of the Republic of Belarus Alexander Lukashenko to Ulaanbaatar).
The Decree of the President of the Republic of Belarus dated September 15, 2021 No. 348 «On the State Program of Innovative Development of the Republic of Belarus for 2021-2025» established the status and ensured the NCIP’s functioning as an innovation infrastructure entity.
The number of technology and innovation support centers has been increased from 5 points in 2019 to 32 points in 2024, the opening and development of which is being implemented in accordance with the Agreement between the NCIP and the World Intellectual Property Organization dated October 10, 2016.
Certain measures have been implemented to digitalize the NCIP’s activities, in particular, an electronic filing system for industrial property rights has been introduced, 34 administrative procedures in the field of intellectual property have been transferred to electronic form, and an automated information system "State Register of Industrial Property Rights of the National Center of Intellectual Property " has been created.
A project for the continuous publication of patent documentation has been implemented.
The list of objects in respect of which the service of voluntary registration and deposit of copyright and related rights is provided, has been expanded.
Work has been carried out to popularize knowledge and legal literacy in the field of intellectual property, and to establish cooperation with foreign patent offices. Thus, educational projects have been implemented, more than 30 international events have been held, and visits by foreign delegations have been organized.
